The Village Book is Broken

No Reliable Data

Paper Village Books are lost, outdated, or scattered across filing cabinets. Decision-makers lack the household-level data needed to allocate resources fairly.

Invisible Communities

Without ward-level data, remote communities are overlooked in budgeting cycles. Schools, clinics, and water sources exist — but no one can see where help is needed most.

Unfair Resource Allocation

Without standardized ward profiles, development funds are distributed based on proximity and advocacy — not need. The law demands bottom-up planning; the data doesn't support it.

Phase 1 — Prototype

Platform core deployed and demonstrated to Governor's office and WDC stakeholders. 15 wards in 3 LLGs active. Approval gate before pilot.

Phase 2 — Pilot

July – September 2026

3 LLGs fully operational. All 150 ward recorders trained and capturing Village Book data. First WDP submissions reviewed.

Phase 3 — Full Rollout

October 2026 – February 2027

All 28 LLGs, 451 wards. Province-wide dashboard live. Finance officers reconciling K200 fortnightly allowances for all ward recorders.
